You find weak spots in your opponent's armor which you can exploit. Before making an attack, spend 1 FP and roll versus skill. If you are successful, your attack will have an Armor Divisor of (2). You can increase the Armor Divisor further by taking a penalty to your skill roll, as per Penetrating Strike on p. 9 of GURPS Power-Ups 1: Imbuements. This penalty can not be bought off as a technique.
