These are the "warped elves" from the Ptolus setting.

-2 points.

Attribute Modifiers: DX +1 [20]; HT -1 [-10].
Secondary Characteristic Modifiers: HP -1 [-2].
Advantages: Magery 1 [5], Night Vision 3 [3].
Disadvantages: Appearance (Ugly) [-8], Social Stigma (Minority Group) [-10].

Notes: Almost all Harrow Elves will know a few self-taught spells, and the GM should consider allowing them one or two magical perks (see GURPS Thaumatology: Magical Perks) without prior Style knowledge. Due to their warped heritage, mental and physical disadvantages are very common, as well as On The Edge (B147) due to their general self-loathing).

Variants

The Ptolus book mentions on p. 52:

"Occasionally, one is born who displays the power and evil of the original Harrow elves, but such a child is rare (albeit feared). Those characters have spell-like abilities far beyond the norm."

These can be given further Magery or possibly innate magical powers constructed with GURPS Powers, but should take lots of mental disadvantages. They are probably not suited as player characters.
